  4. China: Owning 383,935 acres with a total land value of $2,103,781,000.

These countries are among the foreign investors who have acquired a significant amount of agricultural land in the United States, contributing to the overall figure of over 40 million acres owned by foreign entities.

Legislators at the state and federal levels are advocating for stricter control over foreign acquisition of American real estate due to concerns that the purchase of significant areas of U.S. farmland by Chinese organizations poses a threat to national security, especially when this land is proximate to sensitive locations.

Researching the U.S. Department of Agriculture yields a minimal number of acquisitions by Chinese entities recently — less than 1,400 acres in a nation that has over 1.3 billion acres of farmable land. Notably, the holdings of Chinese investors in American agricultural land comprise a mere fraction of one percent.

The investigation further uncovered weaknesses in the federal system responsible for monitoring foreign land ownership, with inadequate reporting and negligible enforcement.

Under current federal regulations, foreign individuals or corporations that purchase or lease agricultural property in the United States must report these transactions to the USDA within a three-month window. However, there have been instances where such transactions went unreported for extended periods, with one case exceeding two decades. Moreover, in this duration, the highest penalty imposed for neglecting to report such transactions has not exceeded $121,000.
