
South Dakota Leads the Charge on Property Tax Reform with New Law and Task Force for Real Relief
South Dakota has recently undertaken several initiatives aimed at providing property tax relief to its residents. Governor Larry Rhoden signed a significant property tax relief bill into law on March 13, 2025. This legislation introduces measures such as capping the annual increase in owner-occupied residential assessments to 3% for five years, limiting the growth of local government budgets, exempting certain home improvements from affecting assessments, and expanding eligibility for tax relief programs targeted at disabled and elderly citizens.
Furthermore, the state legislature has established a summer task force dedicated to exploring substantive measures for delivering lasting property tax relief. This 16-member task force, which includes legislative representatives and members from the Governor's Office and the Bureau of Finance and Management, is set to analyze local government spending and funding mechanisms.
