
North Dakota Gas, Tobacco, and Vaping Taxes Under Review: What Changes Could Be Coming?

The conversation also turns to tobacco and vaping taxes. North Dakota currently has some of the lowest tobacco taxes in the nation, with cigarettes taxed at just 44 cents per pack. Rep. Steiner proposes increasing that to $1.53—matching South Dakota—while still remaining competitive with neighboring states. The goal, she explains, is not just about revenue but also about discouraging smoking.
Her proposal for vaping products takes an even stronger approach. Instead of the current 5% sales tax, Steiner suggests a 50% wholesale tax, with the additional revenue directed toward mental health programs for anxiety and depression. She argues that many young people turn to vaping as a way to cope, and addressing the root causes could be more effective than just raising prices.
