It is important to note that being categorized as an SIA does not equate to being labeled a terrorist. It implies that the individual's travel history and behavior have raised concerns that warrant additional scrutiny and investigation. In 2016, then-Secretary Johnson directed the formation of a joint action group within the DHS to address the security challenges associated with the trafficking of SIAs.
